The mystery of Joe Biden’s views about capital punishment has finally been solved. His decision to grant clemency to 37 of the 40 people on federal death row shows the depth of his opposition to the death penalty. And his decision to leave three of America’s most notorious killers to be executed by a future administration shows the limits of his abolitionist commitment. The three men excluded from Biden’s mass clemency—Dylann Roof, Dzhokhar Tsarnaev, and Robert Bowers—would no doubt pose a severe test of anyone’s resolve to end the death penalty. Biden failed that test.

Zimbabwe abolishes Death Penalty, prisoners on death row to be resentenced

President Emmerson Mnangagwa has signed into law the Death Penalty Abolition Act. Zimbabwe currently has over 60 prisoners on death row who will now have their sentences commuted. The last execution in the country was nearly two decades ago in 2005. Parliament had pushed to amend the Criminal Law Code, Criminal Procedure Law and the Defence Act which allowed the death penalty in cases of murder committed under aggravating circumstances.

Iran executed at least 883 people in 2024

Since the beginning of 2024, Iranian authorities have carried out at least 883 executions, with 94 percent conducted in complete secrecy. This has sparked widespread public protests both inside and outside the country. The Iranian human rights site "HRANA" revealed that at least 883 executions took place in Iranian prisons during 2024, reflecting an 18.3 percent increase compared to the previous year. In 2023, authorities in Iran executed 834 individuals, marking the highest toll since 2015.

According to the Reuters news agency, the latest number of executions carried out by Saudi authorities – based on announcements compiled by the human rights group Reprieve – has reached up to 330 people, in a significant increase from the 172 executed last year and the 196 executed in 2022.

Trump criticized Biden’s decision on Monday to change the sentences of 37 of the 40 condemned people to life in prison without parole, arguing that it was senseless and insulted the families of their victims. Biden said converting their punishments to life imprisonment was consistent with the moratorium imposed on federal executions in cases other than terrorism and hate-motivated mass murder.

Biden did not commute the sentences of three men who were involved in cases of terrorism or hate-fueled mass murder, including Robert Bowers , convicted for the 2018 mass shooting at a Pittsburgh synagogue; Dylann Roof , convicted for the 2015 mass shooting at a Black church in Charleston, S.C.; and Dzhokhar Tsarnaev , convicted of the 2013 bombing at the Boston Marathon.

His identity has been established as Soltan Jahantigh who was sentenced to qisas(retribution-in-kind) for murder. According to Haal Vsh which first reported news of his execution, Soltan was a father of six and arrested with two of his relatives five years ago. They all received qisas sentences.

In 2007, the Philippines signed and ratified the Second Optional Protocol to the International Covenant on Civil and Political Rights, which refers to the abolition of the death penalty. The Philippines has voted in favor of a global moratorium on the death penalty at the United Nations General Assembly (UNGA) in New York. During Wednesday’s plenary session of the UNGA, the Philippines joined 129 other countries, representing more than two-thirds of the members, in voting in favor of the resolution. At least 32 countries voted against the resolution proposed by Argentina and Italy on behalf of an Inter-Regional Task Force of member states and co-sponsored by 70 states, while 22 countries abstained.

Joseph Corcoran, 49, was pronounced dead at 12:44 a.m. CST at the Indiana State Prison in Michigan City, Indiana, according to the Indiana Department of Correction, making it the 24th execution in the U.S. this year. He was scheduled to be executed with the powerful sedative pentobarbital, although officials did not mention that drug in their statement.

Li Jianping, former secretary of the Communist Party working committee of the Hohhot economic and technological development zone, had previously been sentenced to death for crimes including bribery and misappropriation of public funds.

Vietnamese-Canadian sentenced to death for trafficking 100 kg of drugs

A Vietnamese-Canadian man, along with three accomplices, was sentenced to death on Monday for trafficking over 100 kg of drugs into Vietnam. The Ho Chi Minh City People's Court handed down the death penalty to Chu Ba Chung, 40, Truong Ngoc Mai, and Tran Kim Loan for "illegal trading of narcotics." Another accomplice, Nguyen Vu Khai Hoang, received the same sentence for "illegal transportation of narcotics." Two other accomplices, who were linked to Chung and Mai, were sentenced to life imprisonment.

Indonesian President to grant amnesty to select prisoners while considering expediting execution of drug convicts

Jakarta, Dec 14 (IANS) Indonesian Minister of Law Supratman Andi Agtas has said that President Prabowo Subianto would grant amnesty to several categories of prisoners, including drug users and prisoners with long-term illnesses. According to Supratman, the move aims to reduce overcapacity in correctional facilities while addressing humanitarian concerns, Xinhua news agency reported. Prisoners suffering from chronic illnesses like HIV/AIDS and individuals with mental disorders are among those eligible.

Mother of two Mary Jane Veloso, 39, was arrested and sentenced to death in 2010 after the suitcase she was carrying was found to be lined with 2.6 kilograms (5.7 pounds) of heroin, in a case that sparked uproar in the Philippines. Morocco is set to vote on the abolition of the death penalty for the first time, marking a milestone in the country’s human rights history. Justice Minister Abdellatif Ouahbi announced on 9 December that Morocco will support the UN resolution for a moratorium on the death penalty to be discussed at the UN General Assembly on 15 December. “This is a commitment to protecting the right to life, in line with the Moroccan Constitution,” Ouahbi told Parliament, referencing Article 20 of the national document. The vote will introduce a two-year moratorium on executions, with plans to amend the penal code for permanent abolition.
