The Government of Mexico advances its legal strategy in the United States with specialized programs that provide legal defense to Mexicans in highly vulnerable situations as part of its comprehensive consular protection policy.
The Mexican Capital Legal Assistance Program (MCLAP) held its annual meeting on May 29-30 in Santa Fe, New Mexico to review progress, exchange best practices and strengthen coordination between Ministry of Foreign Affairs personnel and specialized legal experts involved in defending Mexicans at risk of execution.
Vanessa Calva Ruiz, Director General of Consular Protection and Strategic Planning, led the meeting for the Foreign Ministry. The U.S. Protection Team and personnel from the ministry's Legal Advisory Office accompanied her.
Patricia Pinzón, Mexico's Consul in Albuquerque, also participated alongside more than a dozen legal experts and program specialists. Director General Calva Ruiz presented the progress made in the legal programs and consular assistance on behalf of the Mexican community in the U.S.
Mexico is an international leader in consular protection for capital cases.
Attorney Amy Knight was introduced as the new executive director of the Program, replacing attorney Greg Kuykendall.
Attorney Knight specializes in death penalty and juvenile life sentence cases and will lead MCLAP through November 2026. She graduated from Stanford Law School and has extensive criminal litigation experience, including cases before the U.S. Supreme Court, the Ninth Circuit Court of Appeals and the Arizona Supreme Court.
Roberto Velasco Álvarez, Head of the North America Unit for the Foreign Ministry, met with Greg Kuykendall and Amy Knight in Mexico City on May 15. Secretary Velasco emphasized the importance the Mexican government places on the Foreign Ministry's legal programs as key pillars of the consular protection strategy in the United States given the current immigration situation there.
MCLAP has taken part in more than 1,300 cases and has succeeded in preventing or reversing the death penalty in more than 1,200 since its creation in 2000. This makes Mexico an international leader in consular protection for capital cases.
No other country has a program outside its borders like MCLAP. Thanks to this work and joint efforts with the consular network, no Mexicans have been executed since 2018 or sentenced to death since 2019.
The Ministry of Foreign Affairs reaffirms its commitment to defending the rights of Mexicans abroad through comprehensive consular protection programs and actions combined with specialized legal measures through these actions.
