U.S. | I'm a Death Row Pastor. They're Just Ordinary Folks

In the early 1970s I was a North Carolinian, white boy from the South attending Union Theological Seminary in New York City, and working in East Harlem as part of a program. In my senior year, I visited men at the Bronx House of Detention. I had never been in a prison or jail, but people in East Harlem were dealing with these places and the police all the time. This experience truly turned my life around.

Iran | Executions in Shiraz, Ahar, Ramhormoz

Iran Human Rights (IHRNGO); October 2, 2023: Hamidreza Khodabandeh who was sentenced to death for security-related charges and four unidentified men were executed in Shiraz Central Prison.

According to information obtained by Iran Human Rights, five men were executed in Shiraz Central Prison (Adel Abad) on 1 October. One of the men has been identified as Hamidreza Khodabandeh Farsimdan Qashqai who was sentenced to death for charges of efsad-fil arz (corruption on earth) and moharebeh (enmity against god). The identities and charges against the other four men have not been established at the time of writing.

An informed source told Iran Human Rights: “Hamidreza Khodabandeh was arrested in Shiraz a year and a half years ago during an armed operation and took 3 weapons from him. He was a Qashaqi Turk and was executed on the anniversary of Khosrow Qashqai’s execution.* They chose that day because Qashqai people have been involved in clashes with state forces in the last two weeks and one Qashqai was killed and several state forces injured. He had rape charges in his case which wasn’t true, there wasn’t a complainant. They’d promised to exile him to Zahedan but suddenly contacted his family two days ago to come for their last visit. He was executed along with four others yesterday.

At the time of writing, none of their executions have been reported by domestic media or officials in Iran.

Due to their vague definitions, the charges of moharebeh (enmity against god) and efsad-fil-arz (corruption on earth) are used for a wide range of offences. Additionally, as they are within the Revolutionary Courts’ jurisdiction, there is considerable subjectivity in the judgements made in the cases.

Efsad-fil-arz has been used by Revolutionary Court judges, particularly in cases where a death sentence would otherwise be difficult to justify based on other charges and irrefutable evidence. In 2022, at least 15 people were executed for security-related charges compared to 13 in 2021, 15 in 2020 and 9 in 2019.

*Khosrow Qashqai was a Qashqai leader and Parliamentarian who was executed on 1 October 1982.

Man executed in Ahar


Iran Human Rights (IHRNGO); October 2, 2023: Jafar Ghaed, a man on death row for murder, was executed in Ahar Prison in East Azerbaijan province.

According to information obtained by Iran Human Rights, a man was executed in Ahar Prison on 27 September. His identity has been established as Jafar Ghaed, a 35-year-old man sentenced to qisas(retribution-in-kind) for murder.

An informed source told Iran Human Rights that Jafar was a farmer prior to arrest.

At the time of writing, his execution has not been reported by domestic media or officials in Iran.

Those charged with the umbrella term of “intentional murder” are sentenced to qisas (retribution-in-kind) regardless of intent or circumstances due to a lack of grading in law. Once a defendant has been convicted, the victim’s family are required to choose between death as retribution, diya (blood money) or forgiveness.

Man executed in Ramhormoz 


Iran Human Rights (IHRNGO); October 1, 2023: Samad Moradi, a man on death row for murder, was executed in Ramhormoz Prison in Khuzestan. Prisoners had staged a protest to prevent his transfer for execution, which ended with eight prisoners sustaining injuries.

According to information obtained by Iran Human Rights, a man was executed in Ramhormoz Prison on 1 October. His identity has been established as Samad Moradi, a 30-year-old man from Izeh who was sentenced to qisas (retribution-in-kind) for murder.

An informed source told Iran Human Rights: “Samad Moradi was arrested for murder charges around five years ago and sentenced to qisas. When he was transferred to solitary confinement in preparation for his execution on Friday (29 September), other prisoners protested and set their blankets on fire to prevent his transfer. Ultimately, prison guards took Samad out of the ward. Eight prisoners were injured by prison guards.”

The IRGC-affiliated Fars news agency confirmed the unrest at the prison.

At the time of writing, his execution has not been reported by domestic media or officials in Iran.
