Execution of 2 Pakistani nationals is callous attack on right to life

Responding to the news that the Saudi Arabian authorities today (Thursday) executed 2 Pakistani nationals for drug-related crimes, the first such executions since the country’s Human Rights Commission announced a moratorium on the use of the death penalty for drug-related crimes in January 2021, Diana Semaan, Amnesty International’s Acting Deputy Director for the Middle East and North Africa, said:

“This striking escalation in the country’s use of the death penalty this year reveals the true face the Saudi authorities are hiding behind the so-called progressive reforms agenda they are presenting to the world. Trampling on the official moratorium on drug related crimes, they arbitrarily took the lives of 2 Pakistani nationals.

“The lives of individuals on death row for drug-related crimes and other crimes are at risk. Regardless of the crimes committed, no one should suffer this cruel, inhuman and degrading punishment.

“Saudi Arabia must immediately establish an official moratorium on executions with a view to abolishing the death penalty in the country. The authorities must review the cases of all prisoners currently under a death sentence with the aim of commuting their sentences or offering them a fair retrial without recourse to the death penalty. They must also bring all laws and judicial practices in line with fair trial guarantees.”

Background

In January 2021, the Saudi Human Rights Commission stated that the country has enforced a moratorium on drug-related crimes, and that “the Kingdom and its justice system are focusing more on rehabilitation and prevention”.

Following this announcement, Saudi Arabia did not carry out any executions for drug-related crimes. However, there was no official change to Saudi laws, including the Saudi Drugs and Narcotics Control Law which provides that drug smuggling or related crimes are punishable by death under ta’zir (the discretion of the judge).

Since the beginning of 2022, the Saudi authorities have carried out 128 executions.

Iran sentences popular rapper to death for supporting Mahsa Amini protests

An Iranian court has sentenced to death a popular rapper jailed for more than a year and a half for supporting nationwide protests sparked by Mahsa Amini's death, local media reported Wednesday . "Branch 1 of Isfahan Revolutionary Court sentenced Toomaj Salehi to death on the charge of corruption on Earth," the singer's lawyer Amir Raisian said, quoted by the reformist Shargh newspaper.

PETALING JAYA: Amnesty International Malaysia has commended Malaysia for the abolition of the mandatory death penalty and for imposing a moratorium on the execution of the death sentence, which has led to an overall decrease in the use of the death penalty by the courts. However, the rights group urged the government to extend the moratorium on executions until the death penalty is fully abolished.

Iraq executes 13 on ‘vague’ terrorism charges

ERBIL, Kurdistan Region - Amnesty International on Wednesday criticized Iraqi authorities for carrying out the death sentences of 13 men on the same day, saying the prisoners were denied fair trial, and expressed concern that many others had been executed in secret. A total of 13 prisoners were executed in Dhi Qars Nasiriyah central prison on Monday, and scores more have been executed since April 10, said the Amnesty report citing activists and lawyers of the death row prisoners.

Kansas - A judge has denied a request by death-row inmates Jonathan and Reginald Carr to be resentenced in a December 2000 crime spree that included five murders. The Carr brothers filed motions in November requesting a new hearing to determine whether the evidence supports the death penalty. Their lawyers also sought new pre-sentencing reports and journal entries in the case.
