Iran | Executions in Ramhormoz, Jiroft, Qom, Gorgan, Shiraz, Dezful, Ahvaz, Zahedan, Khorramabad, Gonabad, Kashmar
Iran Human Rights (IHRNGO); September 16, 2025: Khalil Rashedi, an Arab man on death row for murder, was executed in Ramhormoz Prison.
According to information obtained by Iran Human Rights, a man was hanged in Ramhormoz Prison on 15 September 2025. His identity has been established as Khalil Rashedi, an Arab man from Ramshir.
He was arrested around five years ago and sentenced to qisas (retribution-in-kind) for murder by the Criminal Court.
Those charged with the umbrella term of “intentional murder” are sentenced to qisas (retribution-in-kind) regardless of intent or circumstances due to a lack of grading in law. Once a defendant has been convicted, the victim’s family are required to choose between death as retribution, diya (blood money) or forgiveness.
Crucially, while an indicative amount is set by the Judiciary every year, there is no legal limit to how much can be demanded by families of the victims. IHRNGO has recorded many cases where defendants are executed because they cannot afford to pay the blood money. Should the victim’s family choose execution, they are not only encouraged to attend, but also to physically carry out the execution themselves.
According to IHRNGO’s 2024 Annual Report on the Death Penalty, at least 419 people including a juvenile offender and 19 women, were executed for murder charges, the highest number of qisas executions since 2010. Only 12% of the recorded qisas executions were announced by official sources. In 2024, Iran Human Rights also recorded 649 cases of families choosing diya or forgiveness instead of qisas executions. In the first eight months of 2025, at least 375 people were executed for murder charges in Iran.
Executions in Jiroft
Iran Human Rights (IHRNGO); September 16, 2025: Amirhossein Hemati, a man on death row for murder, was executed in Jiroft Prison.
According to information obtained by Iran Human Rights, a man was hanged in Jiroft Prison, Kerman province, on 15 September 2025. His identity has been established as Amirhossein Hemati, a 30-year-old man from Jahad Abad.
He was arrested around four years ago and sentenced to qisas (retribution-in-kind) for murder by the Criminal Court. “He had repeatedly testified that it was unintentional, which the court ignored,” per informed IHRNGO sources.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Execution in Qom
Iran Human Rights (IHRNGO); September 16, 2025: Mohammad Rasoul Paydari, a man on death row for drug-related offences, was executed in Qom Central Prison.
According to information obtained by Iran Human Rights, a man was hanged in Qom Central Prison on 14 September 2025. His identity has been established as Mohammad Rasoul Paydari, a Qom native.
He was arrested three years ago and sentenced to death on drug-related charges by the Revolutionary Court.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Drug-related executions have continuously risen every year since 2021. According to IHRNGO’s 2024 Annual Report on the Death Penalty, at least 503 people were executed for drug-related charges, of which only under 3% were announced by official sources. 17% of all drug-related executions in 2024 were Baluch minorities while they represent 2-6% of Iran’s population. At least 426 people were executed for drug-related offences in the first eight months of 2025.
Executions in Gorgan
Iran Human Rights (IHRNGO); September 15, 2025: Behzad Parsa and Rasoul Khan Mohammadi, two men on death row for drug-related offences, were executed in Gorgan Central Prison. With the previously reported execution, three people were hanged at the prison that day.
According to information obtained by Iran Human Rights, two men were hanged in Gorgan Central Prison on 10 September 2025. Their identities have been established as Behzad Parsa, a member of the Bakhtiari tribe in Lorestan, and Rasoul Khan Mohammadi, a 40-year-old man from Bandar Abbas.
Behzad was arrested seven years ago and Rasoul was arrested for possession of 40 kilograms of shisheh (methamphetamines) four years ago. They were sentenced to death on drug-related charges in separate cases by the Revolutionary Court.
IHRNGO previously reported the execution of Abdollah Mohseni, bringing the total number of executions to three at the prison that day.
At the time of writing, their executions have not been reported by domestic media or officials in Iran.
Group hanging in Shiraz
Iran Human Rights (IHRNGO); September 15, 2025: Ghavam Najafi, a man on death row for murder, was executed in a group hanging of four in Shiraz Central Prison.
According to information obtained by Iran Human Rights, a man was hanged in Shiraz Central Prison on 14 September 2025. His identity has been established as 26-year-old Ghavam Najafi from Shiraz. He was arrested five years ago and sentenced to qisas (retribution-in-kind) for murder.
IHRNGO previously reported the executions of Amirhossein Pouramini, Reza Shahsavari and Heidar Ali Bababyi, bringing the total number of executions to four at the prison that day.
At the time of writing, their executions have not been reported by domestic media or officials in Iran.
Execution in Dezful
Iran Human Rights (IHRNGO); September 15, 2025: Saman Abdoli, a man on death row for murder, was executed in Dezful Prison.
According to information obtained by Iran Human Rights, a man was hanged in Dezful Prison on 9 September 2025. His identity has been established as Saman Abdoli from Dezful. He was arrested for a murder during a group fight nine years ago and sentenced to qisas (retribution-in-kind) by the Criminal Court.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Execution Ahvaz
Iran Human Rights (IHRNGO); September 15, 2025: Ahmad Baniassadi, a man on death row for murder, was executed in Ahvaz Sepidar Prison.
According to information obtained by Iran Human Rights, a man was hanged in Ahvaz Sepidar Prison on 10 September 2025. His identity has been established as Ahmad Baniassadi, a 38-year-old man from Susangerd. He was arrested for a murder during a tribal clash six years ago and sentenced to qisas (retribution-in-kind) by the Criminal Court.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Execution in Zahedan
Iran Human Rights (IHRNGO); September 15, 2025: Amer Paraki, a Baluch man on death row for murder, was executed in Zahedan Central Prison.
According to information obtained by Iran Human Rights, a man was hanged in Zahedan Central Prison on 14 September 2025. His identity has been established as Amer Paraki (Baluchzehi), a 28-year-old Baluch man from Saravan.
He was arrested for a murder during a fight around five years ago and sentenced to qisas (retribution-in-kind) by the Criminal Court.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Execution in Khorramabad
Iran Human Rights (IHRNGO); September 15, 2025: Parviz Dolati, a man on death row for drug-related offences, was executed in Khorramabad Central Prison.
According to information obtained by Iran Human Rights, a man was hanged in Khorramabad Central Prison on 14 September 2025. His identity has been established as 35-year-old Parviz Dolati.
He was arrested four years ago and sentenced to death on drug-related charges.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Execution in Gonabad
Iran Human Rights (IHRNGO); September 17, 2025: Parviz Yousefzehi, a Baluch man on death row for drug-related offences, was secretly executed in Gonabad Prison.
According to information obtained by Iran Human Rights, a man was secretly hanged in Gonabad Prison, Khorasan Razavi province, on 16 September 2025. His identity has been established as Parviz Yousefzehi, a 27-year-old Baluch man Zahedan who lived in Sari.
He was arrested around five years ago and sentenced to death on drug-related charges by the Revolutionary Court. Parviz’s execution was carried out without his family being notified.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Execution in Kashmar
Iran Human Rights (IHRNGO); September 17, 2025: Reza Sarani, a Baluch man on death row for drug-related offences, was executed in Kashmar Prison.
According to information obtained by Iran Human Rights, a man was hanged in Kashmar Prison, Khorasan Razavi province, on 14 September 2025. His identity has been established as Reza Sarani, a 51-year-old Baluch man from Zabol.
He was arrested in Kashmar around five years ago and sentenced to death on drug-related charges by the Revolutionary Court.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
