Iran | 3 Baluch Men Executed in Zahedan and Iranshahr, Man Executed for Adultery in Karaj

Iran Human Rights (IHRNGO); April 29, 2023: Three Baluch men were executed for drug-related and murder charges in Zahedan Central Prison and Iranshahr Prison.

According to Hal Vash, two Baluch men were executed in Zahedan Central Prison and one in Iranshahr Prison on April 29.

The two men executed in Zahedan were identified as 48-year-old Nematollah Rigi Ladiz (known as Abdollah Roudini) and Abdolsattar Shahuzehi who were sentenced to death for drug-related charges by the Revolutionary Court.

Nematollah Rigi Ladiz, a Zahedan native, had six children and had been arrested around five years ago.

The Baluch man executed in Iranshahr Prison was identified as Mahmoud Rahmani (pictured) who was arrested around 12 years ago and sentenced to qisas (retribution-in-kind) for murder.

Ethnic minorities, the Baluch in particular, are grossly overrepresented in execution numbers in Iran. In 2022, at least 174 Baluch minorities including 3 women, were executed in 22 prisons across Iran, making up 30% of overall executions. This is while they represent just 2-6% of Iran’s population.

Baluch minorities also represented almost half of drug-related executions in 2022. 47.3% of the 256 people executed for drug-related charges were Baluch.

Those charged with the umbrella term of “intentional murder” are sentenced to qisas (retribution-in-kind) regardless of intent or circumstances due to a lack of grading in law. Once a defendant has been convicted, the victim’s family are required to choose between death as retribution, diya (blood money) or forgiveness.

Those sentenced to stoning are secretly executed by hanging instead.

According to information obtained by Iran Human Rights, a man was executed in Rajai Shahr (Gohardasht) Prison on April 24. His identity has been established as 37-year-old Ahmad Nikouyi who was sentenced to death for adultery.

An informed source told Iran Human Rights: “Ahmad Nikouyi was sentenced to death for charges of having sexual relations with a married woman. He was transferred to the gallows from Ward 7 of Karaj Prison.”

No information is available about the married woman in the case.

At the time of writing, his execution has not been reported by domestic media or officials in Iran.

In 2022, at least 582 people including 16 women and three juvenile offenders were executed in Iran. Only 12% (71) were reported by official sources.

Oklahoma board recommends clemency for inmate set to be executed next week

A voting board in Oklahoma decided Wednesday to recommend clemency for Tremane Wood, a death row inmate who is scheduled to receive a lethal injection next week at the state penitentiary in McAlester.  Wood, 46, faces execution for his conviction in the 2001 murder of Ronnie Wipf, a migrant farmworker, at an Oklahoma City hotel on New Year's Eve, court records show. The recommendation was decided in a 3-2 vote by the Oklahoma Pardon and Parole Board, consisting of five members appointed by either the governor or the state's top judicial official, according to CBS News affiliate KWTV. Oklahoma Gov. Kevin Sitt will consider the recommendation as he weighs whether to grant or deny Wood's clemency request, which would mean sparing him from execution and reducing his sentence to life in prison without the possibility of parole.
