Pakistan gets 340 suggestions to improve human rights situation

Pakistan has received 340 recommendations from UN member states on its 4th periodic report on the human rights situation in the country, and the government will examine these recommendations and report back to the UN Human Rights Council (HRC) in its forthcoming meeting.

A draft report prepared on Wednesday by the Working Group on Universal Periodic Review (UPR) of the Geneva-based Human Rights Council, available with Dawn, stated: “All conclusions and/or recommendations contained in the present report reflect the position of the submitting state(s) and/or the state under review. They should not be construed as endorsed by the Working Group as a whole.”

Pakistan’s response to the recommendations will be included in the outcome report adopted by the HRC at its 53rd session, it added.

The HRC selected Argentina, Gambia and Nepal as the group of rapporteurs (troika) to facilitate the review of Pakistan.

UN member states complete review of Islamabad’s 4th periodic report on human rights


A list of questions prepared in advance by Angola, Belgium, Germany, Liech­tenstein, Panama, Portugal — on behalf of Group of Friends on national mechanisms for implementation, reporting and follow-up — Slovenia, Spain, Sweden, the United Kingdom and Northern Ireland and the United States was transmitted to Pakistan through the troika.

During the interactive dialogue, 122 delegations made statements. Canada proposed to develop a strong policy and delivery mechanism to ensure the registration of women voters, and protect women voters from violence and disenfranchisement as they cast their ballots.

Several countries demanded ratification of the International Convention for the Protection of All Persons from Enforced Disappearance and incorporate it into domestic law.

Luxembourg proposed placement of moratorium on death penalty and ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights aimed at abolition of the death penalty.

Poland called for fully respecting freedom of religion or belief in accordance with the international human rights law, in particular by: reforming blasphemy laws, especially as regards the existing legal possibility of punishing blasphemers by death, which creates a climate conducive to extrajudicial killings; repealing other legal provisions discriminating against members belonging to religious minorities; halting abductions, forced marriages and forced conversions of women and girls from religious minorities.

The US demanded repealing or amending blasphemy laws, and ending other discriminatory laws used against members of Ahmadi and other religious minority communities.

Australia demanded upholding freedom of expression, including by amending the Protection of Journalists and Media Professionals Act, to avoid unnecessary restrictions on journalists and protect their safety and welfare.

Japan | Death-row inmates' lawsuit targeting same-day notifications of executions dismissed

The Osaka District Court on Monday dismissed a lawsuit by death row inmates that claimed same-day notifications of executions violate the Constitution — the first ruling of its kind. The plaintiffs filed the lawsuit against the government in hopes of sparking a wider discussion on the rights of death row prisoners. They also sought ¥22 million in compensation and plan to appeal to a higher court.

In a rare joint statement, the district attorney and the defense agreed that prosecutors withheld evidence that could point to a Rio Grande Valley woman’s innocence in the death of her toddler. A district judge who previously presided over a woman’s capital murder case recommended last week that the Texas Court of Criminal Appeals overturn Melissa Lucio's 2008 conviction after a district attorney’s office admitted that prosecutors withheld evidence from her defense.

U.S. Supreme Court to hear Arizona death penalty case that could redefine historic precedent

The U.S. Supreme Court will hear oral arguments centering on an Arizona death row prisoner that could set new precedent to determining ineffective assistance of counsel.  A Mohave County Superior Court jury convicted Danny Lee Jones for the 1992 murders of Robert Weaver and his daughter Tisha, as well as the attempted murder of Weaver’s grandmother. A judge sentenced Jones to death for the two murders.

Iran | Probable Child Offender and Child Bride, Husband Executed for Drug Charges

Iran Human Rights (IHRNGO); April 15 2024: Marjan Hajizadeh and Esmail Hassaniani, a couple sentenced to death for drug-related charges in a joint case, were executed in Zanjan Central Prison.  Marjan is reported to have been 16 at the time of arrest, which IHRNGO is working to confirm. If verified, she will be the first child offender executed for drug charges since 2014. She was also a child bride forced into marriage.

Bill Moves Forward to Prevent Use of Nitrogen Gas Asphyxiation in Louisiana Executions

There’s an effort underway, in the current legislative session in Baton Rouge, to reverse course on the controversial execution method with Senate Bill 430. When Louisiana legislators approved the use of nitrogen gas asphyxiation as an execution method during a second special legislative session in February, the move attracted national attention; not the least because it has only been used in the U.S. once. That’s when Alabama executed convicted killer Kenneth Eugene Smith on January 25th of this year. Now there’s an effort underway, in the current legislative session in Baton Rouge, to reverse course on the controversial execution method with Senate Bill 430.
