Iran Human Rights (IHRNGO); November 4, 2025: Ali Safari and Moslem Hossein Zeinal, two men on death row for murder, was executed in Bojnourd Prison.
According to information obtained by Iran Human Rights, two men were hanged in Bojnourd Prison on 28 October 2025. Their identities have been established as Ali Safari and 46-year-old Moslem Hossein Zeinal, both Bojnourd natives.
Ali was arrested around five years ago and Moslem, around four years ago. They were sentenced to qisas (retribution-in-kind) for murder by the Criminal Court.
At the time of writing, their executions have not been reported by domestic media or officials in Iran.
Those charged with the umbrella term of “intentional murder” are sentenced to qisas (retribution-in-kind) regardless of intent or circumstances due to a lack of grading in law. Once a defendant has been convicted, the victim’s family are required to choose between death as retribution, diya (blood money) or forgiveness.
Crucially, while an indicative amount is set by the Judiciary every year, there is no legal limit to how much can be demanded by families of the victims. IHRNGO has recorded many cases where defendants are executed because they cannot afford to pay the blood money. Should the victim’s family choose execution, they are not only encouraged to attend, but also to physically carry out the execution themselves.
According to IHRNGO’s 2024 Annual Report on the Death Penalty, at least 419 people including a juvenile offender and 19 women, were executed for murder charges, the highest number of qisas executions since 2010. Only 12% of the recorded qisas executions were announced by official sources. In 2024, Iran Human Rights also recorded 649 cases of families choosing diya or forgiveness instead of qisas executions. In the first nine months of 2025, at least 457 people were executed for murder charges in Iran.
Execution in Zanjan
Iran Human Rights (IHRNGO); November 4, 2025: Rahman Kohzadi, a man on death row for drug-related offences, was executed in Zanjan Central Prison.
According to information obtained by Iran Human Rights, a man was hanged in Zanjan Central Prison on 11 October 2025. His identity has been established as 28-year-old Rahman Kohzadi from Zanjan.
He was arrested around four years ago and sentenced to death on drug-related charges by the Revolutionary Court.
Ali Akbar Hassani was previously reported to have been executed, bringing the total number of executions at the prison that day.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Drug-related executions have continuously risen every year since 2021. According to IHRNGO’s 2024 Annual Report on the Death Penalty, at least 503 people were executed for drug-related charges, of which only under 3% were announced by official sources. 17% of all drug-related executions in 2024 were Baluch minorities while they represent 2-6% of Iran’s population. At least 517 people were executed for drug-related offences in the first nine months of 2025.
Execution in Taybad
Iran Human Rights (IHRNGO); November 4, 2025: Jalal Moradinia, a man on death row for drug-related offences, was executed in Taybad Prison.
According to information obtained by Iran Human Rights, a man was hanged in Taybad Prison on 7 October 2025. His identity has been established as Jalal Moradinia from Taybad.
He was arrested around six years ago and sentenced to death on drug-related charges by the Revolutionary Court.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Execution in Birjand
Iran Human Rights (IHRNGO); November 3, 2025: Khodayar Faraji, a man on death row for murder, was executed in Birjand Central Prison.
According to information obtained by Iran Human Rights, a man was hanged in Birjand Central Prison on 31 October 2025. His identity has been established as Khodayar Faraji who was arrested around four years ago. He was sentenced to qisas (retribution-in-kind) for murder by the Criminal Court.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Executions in Qazvin
Iran Human Rights (IHRNGO); November 3, 2025: Mohammad Saleh Ghahremani and Fardin Firouzi, two men on death row for drug-related offences, were executed in Qazvin Central Prison.
According to information obtained by Iran Human Rights, two men were hanged in Qazvin Central Prison on 5 October 2025. Their identities have been established as 37-year-old Mohammad Saleh Ghahremani and 43-year-old Fardin Firouzi, two co-defendants and Takestan natives.
They were sentenced to death on drug-related charges by the Revolutionary Court.
At the time of writing, their executions have not been reported by domestic media or officials in Iran.
Execution in Ahvaz
Iran Human Rights (IHRNGO); November 2, 2025: Sajad Shokri, a man on death row for murder, was executed in Ahvaz Sepidar Prison.
According to information obtained by Iran Human Rights, a man was hanged in Ahvaz Sepidar Prison on 20 October 2025. His identity has been established as Sajad Shokri, an Ahvaz native arrested around four years ago. He was sentenced to qisas (retribution-in-kind) for murder by the Criminal Court.

Executions in Yazd
Iran Human Rights (IHRNGO); November 2, 2025: Karim Aslani and Shahrokh Ghamari, two men on death row for drug-related offences, were executed in Yazd Central Prison.
According to information obtained by Iran Human Rights, two men were hanged in Yazd Central Prison on 13 October 2025. Their identities have been established as Karim Aslan, a Yazd native arrested around four years ago and Shahrokh Ghamari from Khorramabad.
They were sentenced to death on drug-related charges by the Revolutionary Court.
At the time of writing, their executions have not been reported by domestic media or officials in Iran.
Execution in Qom
Iran Human Rights (IHRNGO); November 2, 2025: Soltan Morad Mohammad, a man on death row for murder, was executed in Qom Central Prison.
According to information obtained by Iran Human Rights, a man was hanged in Qom Central Prison on 15 October 2025. His identity has been established as Soltan Morad Mohammad who was arrested six years ago.
He was sentenced to qisas (retribution-in-kind) for murder by the Criminal Court and transferred to the gallows from Ward 1 of the prison.

Execution in Borazjan
Iran Human Rights (IHRNGO); November 2, 2025: Ayoub Vali, a man on death row for murder, was executed in Borazjan Prison.
According to information obtained by Iran Human Rights, a man was hanged in Borazjan Prison, Bushehr province, on 19 October 2025. His identity has been established as 30-year-old Ayoub Vali from Ganaveh.
He arrested around five years ago and sentenced to qisas (retribution-in-kind) for murder by the Criminal Court.

Execution in Ahvaz
Iran Human Rights (IHRNGO); November 2, 2025: Ali Aghajeri Peyvand, a man on death row for murder, was executed in Ahvaz Sepidar Prison.
According to information obtained by Iran Human Rights, a man was hanged in Ahvaz Sepidar Prison on 20 October 2025. His identity has been established as 26-year-old Ali Aghajeri Peyvand from Behbahan. He was sentenced to qisas (retribution-in-kind) for murder by the Criminal Court.
An informed source told IHRNGO: “Ali was born on 26 August 1999. On 19 December 2019, when he was 20, he had killed another individual while defending his father against his partners during an altercation over farmland.”
