Iran | At Least 171 Executions in September 2025; 1,042 Hanged in 9 Months

Iran Human Rights (IHRNGO); October 3, 2025: At least 171 people were executed in August 2025, including five women, nine Afghan nationals, 18 Kurds, 14 Baluch and four Ahvazi Arabs. This figure is double that of the 84 executions recorded in September 2024.

Underscoring that more than 1,000 people have been executed in the first nine months of the years, an unprecedented number in the last past 30 years, IHRNGO calls on the international community to respond appropriately to the mass killing of prisoners in Iran. Given the scale, systematic nature and political function of the executions to intimidate and create societal fear, the organisation previously called on the UN Human Rights Council’s Fact-Finding Mission to investigate them as crimes against humanity.

September 2025 Executions at a Glance:
  • At least 171 were executed in September 2025
  • Only 10 of the executions (under 6%) were reported by official sources
  • 90 people (53%) were on death row for drug-related offences
  • 71 people (46%) were sentenced to qisas (retribution-in-kind) for murder
  • Two individuals accused of “espionage for Israel” were executed on charges of moharebeh (enmity against god) and efsad-fil-arz (corruption on earth), while a “Woman, Life, Freedom” protester was executed on the charge of moharebeh
  • 5 women were executed
  • 18 Kurds, 14 Baluch and 4 Ahvazi Arabs were amongst those executed
  • 9 Afghan nationals including a woman were executed
At least 1,042 executions were recorded in the first nine months of 2025, more than double compared to the same period in 2024 when 516 executions were recorded. Of the 1,042 executions, 517 were on death row for drug-related offences, 457 were sentenced to qisas for murder, 42 for the security-related charges of efsad-fil-arz, baghy (armed rebellion) and moharebeh, and 26 for rape charges. Of those, only 70 or less than 7% were announced by official sources. 

29 women, 58 Afghan nationals, an Iraqi national and a man only referred to as a “foreign national” were amongst those executed. Eleven of those executed for security-related charges were accused of espionage for Israel, two political prisoners for their affiliation with banned opposition group People’s Mojahedin Organisation of Iran (PMOI/MEK) and two protesters arrested in relation to the “Woman, Life, Freedom” nationwide protests. Seven of the executions were carried out in public spaces. 

Espionage Defendants Executed in September:


Babak Shahbazi

Babak Shahbazi was arrested on 6 January 2024 and was forced to confess on camera to collaborating with Israel after authorities threatened to arrest his 16-year-old daughter. On 4 May 2025, Babak was sentenced to death on charges of moharebeh and efsad-fil-arz by Branch 15 of the Tehran Revolutionary Court, presided over by “Death Judge” Salavati. Babak was denied access to the lawyer his family had hired prior to trial. The defence lawyer was also denied access to the case file. His death sentence was upheld by Branch 39 of the Supreme Court on 1 July 2025. An appeal filed on 2 August was rejected days later, the second appeal was rejected on 21 August and the third appeal was reported by his family to have been rejected on 16 September. Babak was hanged in Ghezel Hesar Prison on 17 September. Post execution, his confessions were aired by state media who claimed his case was linked to that of Esmail Fekri. 

Bahram Choobi

The execution of Bahram Choobi Asl at an undisclosed location was reported by state media on 29 September 2025. He was sentenced to death on the charge of “efsad-fil-arz through espionage for Israel.” He was reportedly a specialist in database technology. No information about him was previously reported by state media or human rights organisations. After Bahram’s execution, his lawyer stated that a second appeal and stay of execution had been filed on 27 September and sent to the relevant authorities. Yet, Bahram Choobi Asl was transferred from Evin Prison without prior notice and executed.

Bahram Choobi was the eleventh man to be executed for espionage in 2025 and the ninth to be executed since the 12-day war between Israel and Iran.

Since 30 April, the Islamic Republic has executed Mohsen Langarneshin, Pedram Madani, Esmail Fekri, Majid Mosayebi, Mohammad Amin Mahdavi Shayesteh, Edris Ali, Azad Shojaei, Rasoul Ahmad Rasoul, Rouzbeh Vadi and Babak Shahbazi.

Mehran Bahramian

Mehran Bahramian was arrested for participating in the 40th day commemoration ceremony of slain protesters Morad Bahramian and Ali Abbasi in Semirom. Videos published by state media show his torture-tainted confessions and the reconstruction of the alleged crime scene without presenting any evidence, including CCTV footage. Mehran and co-defendant Fazel Mehranian were accused of killing an IRGC member, and injuring others. Along with relative Fazel Bahramian, Mehran was sentenced to death on the charge of “moharebeh (enmity against god) through the use of a Kalashnikov and assault rifle” by the Isfahan Revolutionary Court. The two protester’s families were also coerced into silence about the case. According to the official report, the Supreme Court overturned the sentence and referred the case back for retrial, “citing investigative deficiencies.” Ultimately, Mehran was resentenced to death at retrial, which was upheld by the Supreme Court. The Court also rejected an appeal thereafter. Mehran was hanged at an undisclosed location on 6 September.

Mehran was the 12th “Woman, Life, Freedom” protester executed. Mohsen Shekari, Majidreza Rahnavard, Mohammad Mehdi Karami, Mohammad Hosseini, Saleh Mirhashemi, Saeed Yaghoubi, Majid Kazemi, Milad Zohrevand, Mohammad Ghobadlu and Reza Rasayi and Mojahed Kourkour are the other protesters previously executed in relation to the 2022 nationwide protests.

What Tennessee wants to do next to Christa Pike is beyond grim

Christa Pike, the woman who survived two execution attempts in Tennessee earlier this week, remains hospitalized in critical condition, where presumably medical staff is at work trying to keep her alive.  If she wakes from the coma she had entered, Tennessee officials want to start anew to inject lethal drugs into her seemingly too-small veins to kill her and carry out the state death warrant. Pike also is being treated for “significant injuries to both arms” sustained when two lethal injections of pentobarbital failed to kill her. If she dies, there will be no need to try again.  As we know by now, Tennessee tried to put Pike to death Wednesday night by lethal injection for a murder she committed when she was 18. She would have been the first woman executed in the state in 200 years. 

Tennessee | Christa Pike’s lawyer says she has not regained consciousness since her failed execution

Christa Pike has remained unconscious and on a ventilator at a hospital in the four days since her failed execution in Tennessee, and her prognosis might not be known for days more, one of her lawyers said Sunday. Little has been released about Pike’s condition since Wednesday night’s execution attempt. She has since remained hospitalized under guard as doctors try to get the massive dose of the barbiturate pentobarbital out of her system. When asked whether she ever regained consciousness after the execution attempt, Assistant Federal Defender Stephen Ferrell, Pike’s lawyer, said on CNN’s “State of the Union”: “Not that I am aware of.”

Indiana plans to proceed with execution after botched Tennessee attempt

Indiana prison officials plan to proceed with Jeffrey Weisheit’s Nov. 5 execution after a botched lethal injection in Tennessee prompted that state’s governor to halt executions and order an independent review. The Indiana Department of Correction said Thursday that it remains confident in its procedures despite using the same protocol as Tennessee. Agency officials offered no additional details about the training of those administering lethal injections, the role of medical personnel, or safeguards for execution drugs.

Tennessee Woman Christa Pike Survives Lethal Injection, Ends Up in Hospital; Governor Halts Executions

Tennessee unable to carry out the execution by lethal injection of Christa Gail Pike Tennessee officials were unable to put Christa Gail Pike to death for a 1995 murder Wednesday, media witnesses said, after the lethal injection was halted for hours as courts considered a last-minute appeal of what would have been the state's 1st execution of a woman in at least 200 years.  Pike, 50, had been scheduled for execution for a killing she committed at age 18 after the U.S. Supreme Court overturned an appeals court ruling that stopped the lethal injection just an hour before it was to start. Officials then attempted to go ahead with it as planned. 

Singapore | Ministry of Home Affairs refutes claims that death penalty was discussed during visit by Israel's security ministry

The Ministry of Home Affairs says discussions with the Israeli government involved the sharing of best practices in emergency response, crime prevention, and forensics. Issues relating to the death penalty “were never part of the meeting and were not discussed."  SINGAPORE: The Ministry of Home Affairs (MHA) on Friday (Sep 11) refuted claims by an Israeli media outlet that the death penalty was discussed during a visit by an Israeli delegation in May. The Haaretz newspaper reported on Sep 7 that a delegation comprising representatives from the Israel Prison Service and National Security Ministry made a “secret visit” to Singapore that month.

Tennessee | Governor permits Christa Pike execution: 'I am upholding the sentence'

Gov. Bill Lee does not plan to stop Christa Pike's execution. Pike, 50, is scheduled to be killed by lethal injection 10 a.m. Sept. 30 at Riverbend Maximum Security Institution in Nashville. “After deliberate consideration of Christa Gail Pike’s request for clemency, and after a thorough review of the case, I am upholding the sentence of the State of Tennessee and do not plan to intervene," Lee said in a statement released Sept. 28. Pike's attorneys lamented the news.

Tennessee | Republicans legislature to investigate other execution methods after failed lethal injections

Republican leaders in Tennessee’s legislature say they will investigate the reliability of lethal injection as an execution method after the state failed to execute two death row inmates in the span of five months. Gov. Bill Lee stopped the May execution of Tony Carruthers after a physician unsuccessfully attempted to insert intravenous lines to begin the lethal injection process for over an hour. Death row inmate Christa Pike survived two failed rounds of Tennessee’s lethal injection protocol on Sept. 30 before the execution was halted. Pike, who was sentenced to death for the 1995 murder of Colleen Slemmer, is receiving medical care in a Nashville hospital. 

Florida executes Curtis Beasley

A 77-year-old man convicted of killing a woman with a hammer has become the 16th person executed this year in Florida  A 77-year-old Florida man was put to death Tuesday for his conviction in a deadly hammer attack on a woman decades ago, becoming the 16th person executed to date this year in the nation’s busiest death chamber.  Curtis Wilkie Beasley was pronounced dead at 6:12 p.m. following a lethal injection at Florida State Prison near Starke. He was convicted of 1st-degree murder, robbery, and grand theft auto in the 1995 hammer attack on Carolyn Monfort at her home south of Orlando.
