According to information obtained by Iran Human Rights, a man was hanged in Zahedan Central Prison on 21 September 2025. His identity has been established as Abdolaziz Ghaljayi, a 35-year-old Baluch man from Zahedan. He was arrested around three years ago and sentenced to death on drug-related charges by the Revolutionary Court.
Drug-related executions have continuously risen every year since 2021. According to IHRNGO’s 2024 Annual Report on the Death Penalty, at least 503 people were executed for drug-related charges, of which only under 3% were announced by official sources. 17% of all drug-related executions in 2024 were Baluch minorities while they represent 2-6% of Iran’s population. At least 426 people were executed for drug-related offences in the first eight months of 2025.
Execution in Kermanshah
Iran Human Rights (IHRNGO); September 22, 2025: Saeed Ghobadi, a Kurdish man on death row for murder, was executed in Kermanshah Central Prison.
According to information obtained by Iran Human Rights, a man was hanged in Kermanshah (Dizel Abad) Prison on 21 September 2025. His identity has been established as Saeed Ghobadi, a Kurdish man from Sarpol Zahab. He was arrested for the murder of his wife seven years ago and sentenced to qisas (retribution-in-kind) by the Criminal Court.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Those charged with the umbrella term of “intentional murder” are sentenced to qisas (retribution-in-kind) regardless of intent or circumstances due to a lack of grading in law. Once a defendant has been convicted, the victim’s family are required to choose between death as retribution, diya (blood money) or forgiveness.
Crucially, while an indicative amount is set by the Judiciary every year, there is no legal limit to how much can be demanded by families of the victims. IHRNGO has recorded many cases where defendants are executed because they cannot afford to pay the blood money. Should the victim’s family choose execution, they are not only encouraged to attend, but also to physically carry out the execution themselves.
According to IHRNGO’s 2024 Annual Report on the Death Penalty, at least 419 people including a juvenile offender and 19 women, were executed for murder charges, the highest number of qisas executions since 2010. Only 12% of the recorded qisas executions were announced by official sources. In 2024, Iran Human Rights also recorded 649 cases of families choosing diya or forgiveness instead of qisas executions. In the first eight months of 2025, at least 375 people were executed for murder charges in Iran.
Execution in Gachsaran
Iran Human Rights (IHRNGO); September 21, 2025: Hossein Mousavi, an Arab man on death row for drug-related offences, was executed in Gachsaran Prison.
According to information obtained by Iran Human Rights, a man was hanged in Gachsaran Prison on 21 September 2025. His identity has been established as Hossein Mousavi, a 31-year-old Arab father of two from Abadan. He was arrested seven years ago and sentenced to death on drug-related charges by the Revolutionary Court.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Execution in Miandoab
Iran Human Rights (IHRNGO); September 21, 2025: Ahmad Hashami, a man on death row for murder, was executed in Miandoab Prison. “After Ahmad’s execution was carried out, his brother went to the victim’s family supermarket and killed two of his relatives in revenge for the execution.”
According to information obtained by Iran Human Rights, a man was hanged in Miandoab Prison on 17 September 2025. His identity has been established as Ahmad Hashami, a 28-year-old from Miandoab who was sentenced to qisas (retribution-in-kind) for murder by the Criminal Court.
An informed source told IHRNGO: “Ahmad was arrested for murdering his brother-in-law in a fight that took place Chaharborj two years ago. After Ahmad’s execution was carried out, his brother went to the victim’s family supermarket and killed two of his relatives in revenge for the execution.”

Execution in Gonabad
Iran Human Rights (IHRNGO); September 21, 2025: Mohammad Farshad Barekzehi, a Baluch man on death row for drug-related offences, was secretly executed in Gonabad Prison.
According to information obtained by Iran Human Rights, a man was hanged in Gonabad Prison on 17 September 2025. His identity has been established as Mohammad Farshad Barekzehi, a 28-year-old Baluch man from Zahedan.
He was arrested for on one of the transit routes in Gonabad county in the summer of 2021 and sentenced to death by the Revolutionary Court. Informed sources told IHRNGO: “He repeatedly denied ownership of the confiscated substances and testified that he had no knowledge of them. Nevertheless, his execution was carried out without informing his family and while he was deprived of the right to a final visit.”
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Five executed in Isfahan
Iran Human Rights (IHRNGO); September 20, 2025: Five men including two Baluch minorities were executed in Isfahan Central Prison. Sharif Behzani, Nour Ahmad Changizi, Abbas Yazdani, Nadim Ashrafzadeh and Abdolghader Sargolzayi were all on death row for drug-related offences.
According to information obtained by Iran Human Rights, two men were hanged in Isfahan (Dastgerd) Central Prison on 16 September 2025. Their identities have been established as 56-year-old Sharif Behzadi from Boroujerd and Nour Ahmad Changizi from Kerman. Sharif was arrested three years ago and Nour Ahmad, five years ago. They were sentenced to death on drug-related charges by the Revolutionary Court in separate cases.
On 17 September three other men were hanged at the prison. They have been identified as Abbas Yazdani from Isfahan, Nadim Ashrafzadeh, a 38-year-old Baluch man from Chabahar and Abdolghader Sargolzayi, a 36-year-old Baluch man from Zahedan.
Abbas was on death row for six years. Nadim was arrested on the Naein to Isfahan route around eight years ago and Abdolghader was arrested in Isfahan around ten years ago. They were all on death row for drug-related offences.

Execution in Neishabur
Iran Human Rights (IHRNGO); September 21, 2025: Fazel Sohrabi, a man on death row for murder, was executed in Neishabur Prison.
According to information obtained by Iran Human Rights, a man was hanged in Neishabur Prison on 17 September 2025. His identity has been established as 47-year-old Fazel Sohrabi. He was arrested four years ago and sentenced to qisas (retribution-in-kind) for murder by the Criminal Court.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Execution in Semnan
Iran Human Rights (IHRNGO); September 20, 2025: Meisagh Rezayi and Hossein Yaganeh, two men on death row for drug-related offences, were executed in Semnan Central Prison.
According to information obtained by Iran Human Rights, two men were hanged in Semnan Central Prison on 17 September 2025. Their identities have been established as 25-year-old Meisagh Rezayi from Shahroud and Hossein Yeganeh from Semnan.
Meisagh was arrested two years ago and Hossein was arrested around four years ago. They were sentenced to death on drug-related charges by the Revolutionary Court in separate cases.
At the time of writing, their executions have not been reported by domestic media or officials in Iran.
Execution in Tabriz
Iran Human Rights (IHRNGO); September 20, 2025: Ali Mansour Vafayi, a man on death row for murder, was executed in Tabriz Central Prison.
According to information obtained by Iran Human Rights, a man was hanged in Tabriz Central Prison on 20 September 2025. His identity has been established as 46-year-old Ali Mansour Vafayi who was arrested for a murder during a street fight six years ago. He was sentenced to qisas (retribution-in-kind) for murder by the Criminal Court.

Execution in Malayer
Iran Human Rights (IHRNGO); September 21, 2025: State media reported the execution of an unnamed man for the murder of a policeman in Malayer.
According to the Islamic Republic News Agency, a man was hanged at an unspecified location in Malayer on 20 September 2025. The unnamed man was accused of injuring a policeman who was attempting to arrest him after he killed one of his own children and injured another. The policeman later died in hospital. He was sentenced to qisas (retribution-in-kind) for murder by the Criminal Court.
Executions in Ilam
Iran Human Rights (IHRNGO); September 20, 2025: Majid Soleimani and Ahmad Haghi, two men on death row for drug-related offences, were executed in Ilam Central Prison.
According to information obtained by Iran Human Rights, two men were hanged in Ilam Central Prison on 14 September 2025. Their identities have been established as 27-year-old Majid Soleimani and Ahmad Haghi, both Ilam natives.
Majid was arrested five years ago and Ahmad was arrested around six years ago. They were sentenced to death on drug-related charges by the Revolutionary Court in separate cases.

Execution in Sabzevar
Iran Human Rights (IHRNGO); September 20, 2025: Mojtaba Boujabadi and Farshad Khosravi, two men on death row for drug-related offences, were executed in Sabzevar Prison.
According to information obtained by Iran Human Rights, two men were hanged in Sabzevar Prison on 15 September 2025. Their identities have been established as 44-year-old Mojtaba Boujabadi from the village of Mohammad Abad in Kashmer and Farshad Khosravi from Sabzevar.
Mojtaba and Farshad were both arrested six years ago sentenced to death on drug-related charges by the Revolutionary Court in separate cases.

Executions in Taybad
Iran Human Rights (IHRNGO); September 20, 2025: Ghafour Behboudi and Abdolsalam Mirpanjshir, an Afghan man, were executed for drug-related offences in Taybad Prison.
According to information obtained by Iran Human Rights, two men were hanged in Taybad Prison on 17 September 2025. Their identities have been established as 37-year-old Ghafour Behboudi from the village of Kheir Abad and Abdolsalam Mirpanjshir, a 30-year-old Afghan national.
Ghafour was arrested four years ago and Abdolsalam was arrested two years ago. They were sentenced to death on drug-related charges by the Revolutionary Court in separate cases.

Executions in Sari
Iran Human Rights (IHRNGO); September 20, 2025: Gholamreza Hariri and Nemat Khodabakhsh, two men on death row for drug-related offences, were executed in Sari Central Prison.
According to information obtained by Iran Human Rights, two men were hanged in Sari Central Prison on 16 September 2025. Their identities have been established as 40-year-old Gholamreza Hariri from Sari and Nemat Khodabakhsh, a 42-year-old father of three from Amol. His 8-year-old daughter is physically disabled.
Gholamreza was arrested three years ago and Nemat was arrested around five years ago. They were sentenced to death on drug-related charges by the Revolutionary Court in separate cases.

Execution in Zanjan
Iran Human Rights (IHRNGO); September 19, 2025: Amir Mirabadi, a man on death row for drug-related offences, was executed in Zanjan Central Prison.
According to information obtained by Iran Human Rights, a man was hanged in Zanjan Central Prison on 17 September 2025. His identity has been established as 42-year-old Amir Mirabadi from Zanjan.
He was arrested for carrying 70 kilograms of shisheh (methamphetamine) four years ago and sentenced to death by the Revolutionary Court.
At the time of writing, his execution has not been reported by domestic media or officials in Iran.
Execution in Khorramabad
Iran Human Rights (IHRNGO); September 20, 2025: Farhad Sepahvand and Mirza Vali Sotoudeh, two men on death row for drug-related and murder charges respectively, were executed in Khorramabad Central Prison.
According to information obtained by Iran Human Rights, two men were hanged in Khorramabad Central Prison on 14 September 2025. Their identities have been established as 32-year-old Farhad Sepahvand and Mirza Vali Sotoudeh, both Khorrambad natives.
Farhad was arrested eleven years ago and sentenced to death on drug-related charges. Mirza was arrested six years ago and sentenced to qisas (retribution-in-kind) for murder.
At the time of writing, their executions have not been reported by domestic media or officials in Iran.
