MANILA, Philippines — The case of Mary Jane Veloso, a Filipina on death row in Indonesia for drug trafficking, has spanned over a decade and remains one of the most high-profile legal battles involving an overseas Filipino worker. Veloso was arrested on April 25, 2010, at Adisucipto International Airport in Yogyakarta, Indonesia, after she was found in possession of more than 2.6 kilograms of heroin. She was sentenced to death in October – just six months after her arrest. Indonesia’s Supreme Court upheld the penalty in May 2011.

Arizona to change its execution drugs after investigation of inmate's lengthy July death

TUCSON, Ariz. (AP) — Arizona officials said Monday they have been cleared of any wrongdoing in an execution this year that lasted nearly two hours, but they are nevertheless changing the drugs they use to put inmates to death.

According to a letter from Department of Corrections Director Charles Ryan to Gov. Jan Brewer, the agency no longer will use the drug combination used in the controversial July execution of Joseph Rudolph Wood. He was given 15 doses of the drugs and gasped over and over before taking his final breath.

The letter said the department will stop using the mixture of midazolam, a sedative, and hydromorphone, a painkiller. Instead, it will try to obtain pentobarbital or Sodium Pentothal, the powerful sedative also known as sodium thiopental that was used in lethal injections in Arizona until it became difficult to obtain.

Pentobarbital has been successfully used dozens of times in Texas, Georgia and Missouri but also is in short supply. Records obtained by The Associated Press show Texas has enough pentobarbital to carry out the first five lethal injections scheduled there in 2015.

If Arizona cannot acquire those drugs, it will use a three-drug combination that can include midazolam and potassium chloride, among others. That three-drug mix has been used successfully in eight executions in Florida, according to the report.

The July 23 execution of Wood, convicted of murdering his ex-girlfriend and her father, Debbie and Gene Dietz, called into question the efficacy of the drugs used in Arizona after it took nearly two hours for Wood to die.

Wood's attorney, Dale Baich, says the execution was botched.

But results from an independent investigation conducted by a group of former corrections directors and experts found no protocols were broken and the state properly trained its execution team. The findings released Monday also show Wood was injected correctly but did not react to the drugs as expected.

The three-member team recommended the changes to the drugs used.

"The report is clear that the execution of inmate Wood was handled in accordance with all department procedures, which, as the report states, either meet or exceed national standards," Ryan said in a statement. "It was done appropriately and with the utmost professionalism."

But Baich was unsatisfied, saying the report failed to explain why the experimental drug protocol did not work as promised.

Oklahoma panel rejects man’s plea for mercy, paves the way for final US execution of 2024

OKLAHOMA CITY (AP) — An Oklahoma panel on Friday rejected a plea for clemency for a man convicted of torturing and killing a 10-year-old girl as part of a cannibalistic fantasy, paving the way for him to become the 25th and final person executed in the U.S. this year. Three members of Oklahoma’s Pardon and Parole Board voted unanimously against clemency for Kevin Ray Underwood, who is scheduled to receive a lethal injection on Thursday, his 45th birthday.  An Indiana man, Joseph Corcoran, is set to die Wednesday for killing four men in 1997 in what would be the Hoosier State’s first execution in 15 years.

Biden commutes roughly 1,500 sentences and pardons 39 people in biggest single-day act of clemency

WASHINGTON (AP) — President Joe Biden is commuting the sentences of roughly 1,500 people who were released from prison and placed on home confinement during the coronavirus pandemic and is pardoning 39 Americans convicted of nonviolent crimes. It’s the largest single-day act of clemency in modern history. The commutations announced Thursday are for people who have served out home confinement sentences for at least one year after they were released. Prisons were uniquely bad for spreading the virus and some inmates were released in part to stop the spread. At one point, 1 in 5 prisoners had COVID-19, according to a tally kept by The Associated Press.

Indonesian President to grant amnesty to select prisoners while considering expediting execution of drug convicts

Jakarta, Dec 14 (IANS) Indonesian Minister of Law Supratman Andi Agtas has said that President Prabowo Subianto would grant amnesty to several categories of prisoners, including drug users and prisoners with long-term illnesses. According to Supratman, the move aims to reduce overcapacity in correctional facilities while addressing humanitarian concerns, Xinhua news agency reported. A Filipina drug convict on death row in Indonesia told AFP from prison Friday that her planned transfer was a "miracle", in her first interview since Manila and Jakarta signed an agreement last week to repatriate her. Mother of two Mary Jane Veloso, 39, was arrested and sentenced to death in 2010 after the suitcase she was carrying was found to be lined with 2.6 kilograms (5.7 pounds) of heroin, in a case that sparked uproar in the Philippines. Both she and her supporters claim she was duped by an international drug syndicate, and in 2015, she narrowly escaped execution after her suspected recruiter was arrested.
