Indonesia | 14 years on death row: Timeline of Mary Jane Veloso’s ordeal and fight for justice

MANILA, Philippines — The case of Mary Jane Veloso, a Filipina on death row in Indonesia for drug trafficking, has spanned over a decade and remains one of the most high-profile legal battles involving an overseas Filipino worker. Veloso was arrested on April 25, 2010, at Adisucipto International Airport in Yogyakarta, Indonesia, after she was found in possession of more than 2.6 kilograms of heroin. She was sentenced to death in October – just six months after her arrest. Indonesia’s Supreme Court upheld the penalty in May 2011.

Belarus on its own way towards capital punishment ban

Belarus will seek its own way to cancel capital punishment. The statement was made by Nikolai Samoseiko, Chairman of the Legislation and Court Affairs Commission of the House of Representatives of the National Assembly, head of the parliamentary ad hoc group on capital punishment matters, on 22 February.

The MP said that the ad hoc group is supposed to find Belarus' indigenous way to deal with the capital punishment ban due to the country's geopolitical location. On the one side Belarus is bordered by the European Union where all the countries have banned capital punishment. On the other side there is China, the leader in the number of issued death penalties, and Russia which has vetoed capital punishment but the general public is ambiguous about it.

According to the MP, Belarus is now ripe to discuss whether it needs death penalties. There are strong pro and con arguments. In particular, those in favor believe that the possibility of death penalty can prevent crimes while those who oppose capital punishment point out that courts can make errors. There can be no winners in this dispute because the decision will be made depending on the political will, opinion of the general public, the legal base, believes Nikolai Samoseiko.

He stressed that the number of death penalty verdicts has been greatly reduced. While in 1998 the number stood at 47, in 2008 and 2009 it made up 2 per annum. In addition, the number of life sentences pronounced lately is declining. It is an objective process because the number of crimes punishable by death is falling. The parliamentarian also reminded that according to the Constitution capital punishment in Belarus is a temporary measure.

Asked when the bill to ban capital punishment may be ready, Nikolai Samoseiko did not mention specific dates. He added it would be incorrect to say that the decision to ban death penalty will be introduced as a bill. In line with a ruling of the Constitutional Court the decision can be made either by the president or the parliament.

A session of the ad hoc group on capital punishment matters of the House of Representatives took place on 22 February. Members of the House of Representatives and the Council of the Republic discussed a draft schedule for the ad hoc group operation for the next six months. They plan to use the time to scrutinize statistics, review court practices, study law enforcement practices in Russia and Ukraine, visit detention facilities where life sentence convicts serve their term. A preliminary agreement has been reached to hold an international seminar in Minsk to discuss capital punishment practices in association with PACE members.

Oklahoma panel rejects man’s plea for mercy, paves the way for final US execution of 2024

OKLAHOMA CITY (AP) — An Oklahoma panel on Friday rejected a plea for clemency for a man convicted of torturing and killing a 10-year-old girl as part of a cannibalistic fantasy, paving the way for him to become the 25th and final person executed in the U.S. this year. Three members of Oklahoma’s Pardon and Parole Board voted unanimously against clemency for Kevin Ray Underwood, who is scheduled to receive a lethal injection on Thursday, his 45th birthday.  An Indiana man, Joseph Corcoran, is set to die Wednesday for killing four men in 1997 in what would be the Hoosier State’s first execution in 15 years.

While she prayed, the Philippines government was wrapping up a lengthy legal battle over her fate. Biden commutes roughly 1,500 sentences and pardons 39 people in biggest single-day act of clemency

WASHINGTON (AP) — President Joe Biden is commuting the sentences of roughly 1,500 people who were released from prison and placed on home confinement during the coronavirus pandemic and is pardoning 39 Americans convicted of nonviolent crimes. It’s the largest single-day act of clemency in modern history. The commutations announced Thursday are for people who have served out home confinement sentences for at least one year after they were released. Prisons were uniquely bad for spreading the virus and some inmates were released in part to stop the spread. At one point, 1 in 5 prisoners had COVID-19, according to a tally kept by The Associated Press.

Indonesian President to grant amnesty to select prisoners while considering expediting execution of drug convicts

Jakarta, Dec 14 (IANS) Indonesian Minister of Law Supratman Andi Agtas has said that President Prabowo Subianto would grant amnesty to several categories of prisoners, including drug users and prisoners with long-term illnesses. According to Supratman, the move aims to reduce overcapacity in correctional facilities while addressing humanitarian concerns, Xinhua news agency reported. Prisoners suffering from chronic illnesses like HIV/AIDS and individuals with mental disorders are among those eligible.

A Filipina drug convict on death row in Indonesia told AFP from prison Friday that her planned transfer was a "miracle", in her first interview since Manila and Jakarta signed an agreement last week to repatriate her. Mother of two Mary Jane Veloso, 39, was arrested and sentenced to death in 2010 after the suitcase she was carrying was found to be lined with 2.6 kilograms (5.7 pounds) of heroin, in a case that sparked uproar in the Philippines. Both she and her supporters claim she was duped by an international drug syndicate, and in 2015, she narrowly escaped execution after her suspected recruiter was arrested.
